| Abstract | By summarizing the reference of regulation theory, this article analyzes the reason for regulation and the history of regulation theory. Because Game theory and Information Economics theory was adapted to the regulation theory, it applied the framework and techniques to explain the waiting-solved problems, including asymmetric information, moral hazard, adverse choice and rent-seeking. At the same time, the incentive theory provided the right solution to solve these problems. Finally, it extends the analysis to the gaming industry and concludes the principles to improve the Macao’s gaming industry regulation. 本文對監管理論的文獻進行了系統整理，分析監管產生的原因和監管理論的發展 歷史。博弈論和信息經濟學被運用到監管理論的分析框架之下，更好地解釋了一 系列監管過程中亟待解決的問題，包括信息不對稱、道德風險、尋租問題。同時， 激勵理論的出現也給人們提供了解決這些問題的正確思路。最後，針對博彩業的 特點，本文提出了完善澳門博彩業監管制度必須注意的原則。 |
