Abstract | This report is about the legal regime governing the issues of genetic technology and food security in the Special Administrative Region of Macau (Macau SAR) of the People’s Republic of China (PRC). In Macau, the law that – in accordance with the Constitution of the PRC – lays out the special features of such special administrative regions, is the Basic Law of the Macau SAR (MBL), which was adopted by the Eighth National People’s Congress of the PRC on March 31, 1993 and entered into force on December 20, 1999. The MBL establishes Macau first as an inalienable part of the People’s Repub-lic of China but later gives rise to a high degree of autonomy in the governance of both its internal and external affairs in a wide range of policy fields, including the one of food safety. This report thus presents the laws and regulations in the Macau SAR relevant to the interface between food safety or genetic technology, as they have recently been amended by the adoption and entry into force of a new Macau Food Safety Law (MFSL) on October 20, 2013. |
