Governing ‘Glocalisation’: A View from the Macau Special Administrative Region of China

Abstract

Governance and glocalisation can be understood as the result of an evolutionary method of interpreting the concepts of globalisation and government. Their evolution appears to be driven by changes caused by important technological innovations that have taken place throughout the twentieth century, notably in the transport sector and information and communication technologies. Taken together, glocalisation and governance appear to have provided an interesting conceptual challenge to the traditional understanding of how we were, we are, and how we will be governing our societies. In this context, it is warranted to explore the extent to which challenges encountered on both local and global levels may be the same but merely differ in their interpretation from place to place. This is understood to include the question as to whether the existing global governance system must be deemed inadequate because both levels still either operate separately or display an inclination towards a top-down approach neglecting a bottom-up approach. In this article, this question will be exemplified with reference to the system of, and governance challenges faced by, the Macau Special Administrative Region of the People’s Republic of China. The analysis here should provide a basis for further discussion and novel thoughts on the political and legal framework for the future.
