Other Abstract | The discussion on non-traditional security issues is getting momentum among policy-makers as well as academics in recent years. This new phenomenon appears in a context where the significance of military power in international relations is on decline after the Cold War. National threat perceptions are changing. The impacts of globalization, accompanied by democratization, regionalization, and fragmentation are increasingly transforming security concerns and the ways to conceptualize security issues. Security is no longer a one-dimensioned issue focused on military defence of states. Instead, states must consider a much wider set of security challenges, such as drug trafficking, terrorism, organized crime, environment degradation, civil and ethnic conflict, poverty, and resources scarcity. The connotation of security becomes broadened and inclusive. As one scholar puts it, there is a horizontal extension of security policy parameters to include a larger set of security problems as well as a vertical extension of the traditional referent object of security policy to above and below the level of nation-state. |
