Abstract | This article attempts to provide an analysis on the implications of China’s constitutionally proclaimed notion of ‘Community of Shared Future for Mankind’ (CSFM), which reveals the stance of the PRC party regime in promoting so-called ‘Chinese wisdom’ and a ‘Chinese solution’ to address common issues in global governance in pursuit of China’s global leadership in Xi’s ‘New Era’. The author explores the possibility for China and the West to reach a normative consensus in terms of the notion of CSFM and human security in light of the current global pandemic. The author argues that it might be useful to explore whether there is a pragmatic problem-solving approach to international engagement in China without advancing a particular political agenda based on broad ideological presumptions by encouraging and facilitating China’s further participation into international institutions and treaties, in hope of an increasing convergence and resonance of local and nonlocal norms to seek a normative consensus to influence treaty performance incrementally and gradually. |
