AbstractThe last decade has witnessed a renewed interest among foreign investors seeking to invest in Angola and Mozambique as these two key African markets continue to be attractive particularly in natural resources exploration and exploitation. However, the growing investment opportunities in these markets have also met with a changing legal environment governing foreign investments, which calls for a systematic scrutiny. The proposed paper, takes a critical assessment of the legal environment, particularly the recent changes introduced in the foreign investment regimes of Angola and Mozambique and identifies key implications for foreign investors in general and Chinese investments in particular. The paper briefly examines the scope of bilateral investment regimes governing investments in the two markets in order to identify how the respective emerging national foreign investment law standards distinguishes in the treatment and protection of foreign investments. The final part of the paper briefly compares the legal environment governing the foreign investments in the two markets and raises relevant caveats for foreign and Chinese investors along with some general recommendations for the need to develop investment specific legal strategies to ensure sufficient safeguards.
