Abstract | PRC and its two SARs of Hong Kong and Macau manifest distinct characteristics of one country two systems that are unique in the world. In addition to the economic freedom bestowed upon the two SARs concerning global trade and investments, the PRC has provided privileged access to its domestic markets. The present paper aims to systematically identify the critical legal and regulatory standards governing free trade and investment between the PRC and Hong Kong to assess its potential in promoting further economic cooperation. The paper will then examine how the subsequent establishment of the GBA cooperation between the three jurisdictions seeks to integrate the economies and assess legal standards governing liberalization and cooperation in achieving the integration. The final part of the paper will investigate the implications of the Covid-19 pandemic related restrictions for the growing economic cooperation between the three markets. The paper will argue that given the unique one country two systems relations with the PRC, the two SARs should ensure that pandemic disruptions do not derail or dilute the potential economic cooperation between the three markets. The paper is expected to make an essential contribution in assessing the role of legal facilitation in achieving economic liberalization and cooperation between the three markets and calling upon the need to preserve the fruits of economic cooperation from the threats emanating from the pandemic related restrictions. |
