Abstract

For most of China’s history, Chinese juvenile offenders have been dealt with under same laws and systems as adults. The historical development of Chinese juvenile justice is full of twists and turns. Rapid social change after the Cultural Revolution has witnessed an increase in the overall number of juvenile offenders and juvenile delinquency, which threaten the existing social order. Chinese juvenile justice has developed since the early 1980s with a number of differences that distinguish it from western juvenile justice. The first recognized juvenile court was established in Changning, Shanghai, in 1984, 85 years after the first ever juvenile court in Chicago. Through nearly 30 years of development, the Chinese juvenile justice system has slowly been formed to deal with juvenile offenders.
