AbstractThe China Workshop on Machine Translation (CWMT) brings together researchers and practitioners in the area of machine translation, providing a forum for those in academia and industry to exchange and promote the latest development in methodologies, resources, projects, and products that can be shared among all the researchers and practitioners, with a special emphasis on the language in China. The CWMT forums have been successfully held in Xiamen (2005, 2011), Beijing (2006, 2008, 2010), Harbin (2007), Nanjing (2009), Xian (2012), Kunming (2013), Macau (2014), Hefei (2015), and Urumqi (2016), featuring a variety of activities, including an Open Source Systems Development (2006), two Strategic Meetings (2010, 2012) and six Machine Translation Evaluations (2007, 2008, 2009, 2011, 2013, 2015). These activities have made a substantial impact on advancing the research and development of machine translation. The workshop has been a highly productive forum for the progress of this area and considered as a leading and an important academic event in the natural language processing field in China. This year, the 13th CWMT was held in Dalian, China, at the Dalian University of Technology. This workshop continued being the most important academic event dedicated to machine translation and its theoretical and technological advances. It hosted the 7th Machine Translation Evaluation Campaign and the Second Machine Translation Forum (MT Forum), featured a keynote speech delivered by Mike Schuster (Google), and four invited talks delivered by Jean Senellart (SYSTRAN), Weihua Luo (Alibaba), Zhongjun He (Baidu), and Feifei Zhai (Sogou), exploring the cutting-edge technologies in machine translation and the best practices in its applications. A total of 26 submissions were received for the main meeting. All the papers were carefully reviewed in a double-blind manner and each paper was evaluated by at least three members of an international scientific committee (Program Committee). From the submissions, the 16 best papers were accepted to be presented at this workshop, of which 11 were English papers. These papers address all aspects of machine translation, including preprocessing, neural machine translation models, hybrid model, evaluation method, and post-editing, with a focus on the translation of Chinese from/to English and minority languages. We would like to express our thanks to every person and institution involved in the organization of this workshop, especially the members of the Program Committee, the Machine Translation Evaluation campaign, the MT forum, the invited speakers, the local organization team, the sponsors, and the organizations that supported and promoted the event. Last but not least, we greatly appreciate Springer for publishing the proceedings.
