AbstractIn the face o f unrest, the message from Beijing is that “it is very wrong fo r some locals to describe the Basic Law as Hong Kong’s constitution. ” This hardened position o f the central authorities o f the People’s Republic o f China is not in tune with the internationalized constitutional status o f Hong Kong and is contributing to a fundamental breach o f the international obligations assumed by China in the Joint Declaration on the question o f Hong Kong.
