| Abstract | 澳门特别行政区实施“一国两制”和《基本法》的经验启示：第一，要全面准确地理解“一国两制”和《基本法》；第二，要坚定不移地实施“一国两制”和《基本法》。要做到全面准确理解，首先要系统地掌握理论；其次要向普罗大众普及理论，用理论指导实践。要做到坚定不移地实施，首先要通过立法将《基本法》的规定具体化程序化；其次通过司法解释和判决将《基本法》的规定细则化可操作。只有做到理论与实践的有机结合，才能保障“一国两制”和《基本法》的正确实施。 |
