| Abstract | 全面准确理解、坚定不移执行“一国两制”和基本法，有赖于特别行政区行政、立法和司法机关切实履行宪制责任。因而，有必要首先厘清宪制责任的内涵，宪制责任的主体、职责和职权，宪制责任的履行以及宪制责任意识等要素，再进一步建立起宪制责任制度，为“一国两制”和基本法的实施提供制度保障。 |
